How to create empty biome?

Is it possible to create an empty biome? For example, a forest biome without anything in it - no spawns, trees, grass, just the bare ground. 

If there's a mod that could do this, throw an "empty" biome into the mix of the normal biomes, that would be ideal. Otherwise, if there's a command that would remove everything in a 300 radius of my character, that would also work. I'm just too lazy to clear a huge plot of land myself for my megabase.
